Advancing SRDI development is the general trend

Over the past two years, SRDI has received heightened attention from the CPC Central Committee and the State Council. A series of cultivation policies have been rolled out, the Beijing Stock Exchange has been established, and recognition standards have been progressively standardized. SRDI has gradually been elevated to a national-level strategy.

Equitable recognition and tiered cultivation

In June 2022, the Ministry of Industry and Information Technology (MIIT) issued the Interim Measures for the Tiered Cultivation and Management of High-Quality SMEs, establishing fair and impartial evaluation and accreditation procedures and creating incentive mechanisms for high-quality SMEs, thereby providing a clear direction for enterprise growth and development.

To achieve the 14th Five-Year Plan goal of cultivating 10,000 SRDI (“Little Giant”) enterprises, the government has introduced a series of supportive measures, including fiscal, taxation, financial, and investment-promotion policies, as well as related services.

Such enterprises are characterized by specialization, refinement, distinctiveness, and innovation, and are known as “Little Giant” enterprises.

The characteristics of SRDI enterprises include specialization, refinement, distinctiveness, and innovation. These companies focus on a specific link in the industrial value chain or on a particular product, possess proprietary “signature” capabilities, and hold a certain degree of industry voice and influence. They also demonstrate clear advantages in innovation capacity, market share, mastery of critical core technologies, and superior quality and efficiency.

The priority areas for SRDI development encompass ten sectors: new-generation information technology; high-end CNC machine tools and robots; advanced rail transit equipment; energy-saving and new energy vehicles; marine engineering equipment and high-tech ships; biomedicine and high-performance medical devices; agricultural equipment; new materials; aerospace equipment; and power equipment.

SRDI (“Specialized, Refined, Distinctive, and Innovative”) “Little Giant” enterprises must meet the following indicators: an average revenue growth rate of no less than 15% over the past three years; an average operating profit margin of no less than 10% over the past three years; and average R&D expenditure of at least 6% of operating revenue over the past three years. In addition, they must satisfy the criteria of specialization, refinement, distinctiveness, and innovation, and possess core independent intellectual property, strong innovation capability, superior quality and efficiency, and a relatively high market share.

The validity period for municipal-level SRDI-designated SMEs is three years. If a company wishes to continue after expiry, it must submit an application to the competent authorities before the expiration date; upon review and approval, it can continue to be included on the list of SRDI enterprises.

A company does not have to obtain SRDI SME recognition before applying for “Little Giant” status; as long as it meets the requirements, it may apply. However, all else being equal, enterprises already accredited as SRDI SMEs are typically given priority recommendation.
